Moab, Castle Valley voters to elect council members, mayors Nov. 3

During this fall’s off-year elections on Nov. 3, voters will elect a mayor and two city council members in Moab city and Castle Valley, as well as board members for the Spanish Valley Water and Sewer Improvement District.

All city and county registered voters will also be eligible to vote on a proposed voted leeway that would shift funds from one account to another within the Grand County School District budget. This leeway, which school officials said is a measure solely designed to allow the district to adjust the way that money already included in the district’s budget is spent, was scheduled for discussion at the Grand County Board of Education meeting on Wednesday night.

“The leeway will not raise taxes but, rather will give voter permission for the district to redistribute taxes from capital outlay into maintenance and operations, according to a pre-determined budget plan,” school superintendent Margaret Hopkin wrote in a memo to the school board.

“The leeway does not involved any sort of tax increase, but rather, it gives us more local flexibility and allows us to adjust the budget,” Hopkin said Wednesday. “We just want to be able to shift funds around, but we need voter approval to do that.”

In Moab, Dave Sakrison is running for re-election as mayor. He is opposed by Janet Miller. Moab City Council members Jeff Davis and Kyle Bailey are running for re-election along with Norman Boyd, who is seeking one of the council seats. Because all Moab City Council seats are at-large seats, voters will cast ballots for two candidates, according to Moab City Recorder Rachel Ellison.

“We’re still working out the details,” Ellison said about how the voting for city officials and the school district’s proposed voted leeway will be handled. She said she is working to get the school vote onto the same ballot as the city elections. Voting places in the city will be the same as for last year’s general election, she said.

Ellison noted that state legislation requires that voters show picture identification. “Last year it was optional, this year it’s mandatory,” Ellison said, explaining that she will run advertisements to alert residents to the new requirement so they will not be surprised at polling places.

The only other ballot item for county voters will be for residents of Spanish Valley, who will choose among three incumbents on the Spanish Valley Water and Sewer Improvement District Board.

Incumbents Mike Holyoak, Tom Stengel, and Gary Wilson are seeking re-election to the board. Bill Love and Dale Weiss are also candidates in that race. Voters will cast ballots for three out of the five names on the ballot, according to Dana Van Horn, a SVWSID staff member.

Only Spanish Valley residents, and a few people who live in the city but receive services from the district, are eligible to vote in the district election, Van Horn said. Voting for that race will take place at the Grand Water and Sewer Agency office, 3025 E. Spanish Trail Road.

Arrangements are being made with Grand County to allow all county voters to vote on the school district’s proposed voted leeway at the GWSSA offices at the same time they cast their ballots for the water and sewer district, Van Horn said.

“Castle Valley is kind of unique, residents rarely run for re-election. We all take our turn,” Bollermann said. He is not running for re-election, and neither are council members Rana Bieschke and Jim Lindheim.

Dave Erley and Greg Halliday are vying to take over Bollermann’s job as mayor. Tory Hill is running for the city council, and Bollermann said he expects at least one write-in candidate to also enter the race sometime this fall.

Voting for the Castle Valley race will take place in the Castle Valley Community Center.
