The Grand County Planning Commission recommended on Tuesday, Jan. 9 that four action items should be forwarded to the Grand County Council for final determinations. Two of the agenda items — a conditional use permit for an RV campground at 2380 South U.S. Route 191 and a plat amendment in the Whitehorse subdivision — passed unanimously. A proposal for a rezone from large lot residential to highway commercial at 2109 South U.S. Route 191 passed on a 6-1 vote, with newly elected commission chair Gerrish Willis voting against the item. A proposed 112-acre rezone from range grazing to resort special at mile-marker 140 North U.S. Route 191 also passed, though members Abby Scott, Kevin Walker and Rachel Nelson voted “no.”
While the county’s future land use plan — which is used as an advisory document to the commission — supports the rezone, the commissioners voting against it did so in the context of reviewing “wide-ranging community goals” like view shed protection and traffic management on U.S. Route 191. Discussion also revolved around whether a smaller development plan might be appropriate, even though other large tracts in the area have been granted similar rezones in the past.
If the county council approves the conditional use permit for the proposed campground it will allow owner Dan Stott to build the park, which will feature 34 campsites, a manager’s residence and a bath facility on 4.76 acres. According to Grand County Community Development Director Zacaria Levine, staff was “supportive” of the idea while preparing it for the council. The site previously housed the Outward Bound School. The site has an existing warehouse and concrete pads.
“The proposed campground and RV park is one that staff is quite excited about,” Levine said. “We think this is a unique opportunity ... that someone locally is taking advantage of ... Generally speaking what [Stott] is proposing is an RV park for contractors who are working construction projects locally. A lot of projects here need to utilize a series of subcontractors and, often times, those subcontractors don’t have affordable places to live. [Stott] intends to offer this campground to those folks and we think that’s a unique approach to our housing challenges.”
According to Levine, the Utah Department of Transportation has issued an access permit for work to begin and Grand Water and Sewer Service Agency has approved the site plan and an easement for installation of additional water and sewer lines. The county engineer will need to give final approval prior to review by the county council and an exterior lighting plan must be reviewed and approved as well.
The commission also approved forwarding the plat amendment request for the Whitehorse subdivision on Lippizan Jump. The request would increase the acreage of two out of the three lots in the owner’s application, in essence making two larger lots out of the three.
In other business, the commission directed staff to schedule a public hearing regarding a proposed ordinance change for violations of the Grand County land use code. The next regular meeting of the commission is set for Tuesday, Jan. 23 at 5 p.m. in the Grand County Council chambers.
