Neighbors speak out against 500 West annex at city council

Neighbors voiced concerns about the prospective annexation of the Shumway property at the Moab City Council meeting on Aug. 22. The city is considering whether to annex the 10-acre parcel from Grand County to the City of Moab.

The property, located at 936 and 1001 North 500 West, is currently a rural residential zone in Grand County. The owners have requested the property receive R-4 multifamily residential zoning for 7 acres and C-4 general commercial zoning for 3 acres on its eastern side, near 500 West. The requested zoning would result in a new commercial zone next to a city residential zone.

Three Moab residents spoke during the public comment to object to the zones requested by the property owners.

“C-4 and R-4 is not a wise choice for that location, especially considering the traffic … and being right on that corner,” said neighbor Jessica Dye.

Moab resident Kya Marienfeld, also spoke in opposition to the C-4 zoning.

“It seems like there should be more of a happy medium that could potentially come to where the landowner could get some economic benefit out of it, but it wouldn’t be placing a potentially high-yield industrial area next to what is one of the largest R-2 areas in the city. It seems like C-1 [commercial-residential zone] or some other compromise could be come to,” Marienfeld said.

Russel Facente similarly took issue with the zoning but not the annexation itself, suggesting C-1 commercial-residential zoning for the property. The C-1 zone permits small shops, banks, bed and breakfasts, dwellings and office buildings but does not specifically allow hotels, restaurants, warehouses and other uses that occur in the C-4 general commercial zone.

“The objective at the start of [the C-1] zoning is, to [create], ‘a buffer zone between residential and more intensive commercial,’ so what you have on that property, you have C-4 on one side and R-2 on the other,” he said, adding that C-1 would be a more appropriate designation for the property.

“I just wish that when it comes to vote, basically we vote for small zones that fit with the need for more local housing, higher density is probably the way to go … keeping that R-2 zone as-is. I think why many of us live in Moab is for that small-town charm and we’d like to keep it that way,” Facente said.

Affected parties can comment on the annexation until the protest period ends Aug. 31, said City Zoning Administrator and Planning Assistant Sommar Johnson. The issue will come before the city council at some point after the protest period ends.
