The Grand County Council is considering a library board recommendation to raise the annual cost of a non-resident library card from $45 to $60. According to a summary of the proposal, the board of the Grand County Public Library is hoping to bring non-resident fees in line with the average amount that Grand County residents already pay for library services.
However, the library board also wants to give temporary county residents a potentially cheaper alternative. It’s proposing to establish a $15 quarterly library card fee for anyone who spends only part of each year in Grand County.
The board’s plan is just one of many proposed fee changes that came before the county council during its Aug. 20 meeting. A public hearing on the matter drew no citizen comments on any of the various recommendations.
The Grand County Road Department is also asking the council to raise its right-of-way encroachment fee from $225 to $250. In addition, the road department wants to increase the fee for cuts in paved surfaces from $150 to $200, while adding a new fee of $150 for road bores across paved county roads.
In other proposed changes, the Grand County Airport board wants to add a fuel flowage fee of $0.50 per gallon for non-fixed-base operators at Canyonlands Field. (The fee for fixed-base operators would stand at $0.06 per gallon.)
The Old Spanish Trail Arena, meanwhile, is hoping to set up new charges for commercial use of its ball field area. Among other things, arena officials are proposing to establish an hourly fee of $25 for use of the pavilion, or $160 per day.
Local residents would still have limited use of all ball field facilities at no cost beyond lighting fees, subject to event bookings. Non-profit groups would also be eligible for discounts.
The public comment period on the proposed changes will remain open until 5 p.m. on Aug. 28. The Grand County Council is scheduled to consider the requests at its next meeting on Sept. 3.
