OSTA park, sports fields get final council approval

The Grand County Council has given final approval for construction of a park with softball and soccer fields adjacent to the Old Spanish Trail Arena.

Council members voted unanimously Tuesday, March 19, to grant a conditional use permit to build the facility at 3641 S. U.S. 191.

“I think it’s going to be a great addition for folks out in the valley,” council chairman Gene Ciarus said after the decision.

The council’s approval includes a requirement that lights be turned off at 10:30 p.m.

The $2.1 million facility will include two adult softball fields, two soccer fields, a multi-use pavilion and other items. The Grand County Recreation Special Service District will operate the park and pay $1.2 million of construction costs, with the Utah Permanent Community Impact Fund Board providing a $923,500 grant.

Duane Stewart, representing the nearby Rim Village condominium complex, said during a public hearing that residents support the park concept.

Grand County would own the park and its maintenance equipment.

The Grand County Planning and Zoning Commission previously recommended approval of the project, which has been discussed for the past decade.

Mike Steele, chairman of the recreation district’s board of directors, has said the facility could open as early as this fall. In addition to sports fields and the pavilion, there will be picnic shelters, an extra toilet to comply with land use regulations, and a future playground, according to plans.
