File photo of U.S. President Obama meeting with Russian President Putin during the G8 Summit at Lough Erne in EnniskillenIn September 2001, as the U.S. reeled from the terrorist attacks on the World Trade Center and the Pentagon, Vladimir Putin supported Washington's imminent invasion of Afghanistan in ways that would have been inconceivable during the Cold War. He agreed that U.S. planes carrying humanitarian aid could fly through Russian air space. He said the U.S. military could use airbases in former Soviet republics in Central Asia. FILE - This May 24, 2012 file photo shows some of about 500 miles worth of coated steel pipe manufactured by Welspun Pipes, Inc., originally for the Keystone oil pipeline, stored in Little Rock, Ark. The US is extending indefinitely the amount of time federal agencies have to review the Keystone XL pipeline, the State Department said Friday, likely punting the decision over the controversial oil pipeline until after the midterm elections. The State Department didn’t say how much longer it will grant agencies to weigh in, but cited a recent decision by a Nebraska judge that overturned a state law that allowed the pipeline's path through the state, prompting uncertainty and an ongoing legal battle. Nebraska’s Supreme Court isn’t expected to rule for another several months and there could be more legal maneuvering after that, potentially freeing President Barack Obama to avoid making a final call on the pipeline until after the election in November. (AP Photo/Danny Johnston, File)WASHINGTON (AP) — Democrats sweating this year's elections may be hoping that the Obama administration's latest delay to the proposed Keystone XL pipeline takes a politically fraught issue off the table for the midterms.
